Dependency Requirement
The Programs Fact Template depends on the Student Template being loaded first.
Template Description
This template tracks student participation in specific programs for a given school year. Key points:
- LEAs report the actual beginning date (and, if applicable, the actual ending date) for a student’s participation in a program.
- Two record types are submitted for each reporting date:
- Active participation records: beginning date populated, ending date left blank when a student is still participating as of the reporting date.
- Ended participation records: both beginning and ending dates populated for students who stopped participating since the prior reporting date.
- Program participation is specific to a school year. When participation spans school years, submit an August record with the prior school year end date (yyyy-06-30) and a new October record for the new school year beginning (yyyy-07-01).
For example, a student participating 9/5/2024 through 9/25/2026 would have records submitted in the October/August cycles as described above to reflect school-year boundaries.
SES Tutoring / Program Provider Code
This template accommodates SES Provider Numbers for the following programs: "SES Tutoring (Federal) – Reading", "SES Tutoring (Federal) – Math", and "SES Tutoring (Federal) – Science" (Program Codes 003, 004, and 034). When LEAs have students in these programs they must use the 25-field layout and populate the Program Provider Type Code (Field 23) appropriately. LEAs without these students may continue using the 18-field layout.
PDE requests that LEAs with students in SES tutoring submit records for all students who received tutoring during the school year so PDE can capture the SES Provider Number.
Template Specifications
1 - SUBMITTING AUN
The unique, 9-digit Administrative Unit Number (AUN) assigned by the PDE.

3 - SCHOOL YEAR DATE
A single date (June 30), the last day of the current school year indicating the whole school year.

4 - PASECUREID
The unique, 10-digit PAsecureID assigned to the student.
Business Rules
It is essential that the correct PAsecureID be entered for each student. LEAs are encouraged to share this number, where appropriate and within FERPA guidelines, to ensure accurate data.

5 - PROGRAMS CODE
The type of program in which the student participates.

6 - BEGINNING DATE
Actual date upon which the student began participating in a program. For certain program codes this represents the date of first eligibility or date became homeless as applicable.

Must not be greater than the current date.

Actual date upon which the student stopped participating in a program. Required only when a student stops participating in a program.

9 - PROGRAM INTENSITY
This field is no longer used by PDE but is available for LEA use to display instructional minutes received for the program.

This field can be left blank.
18 - PGM PARTICIPATION INFORMATION CODE
Indicator of the living arrangement of a student identified as homeless in Field 5 (PROGRAM CODE).
Business Rules
This field is required for students reported with Program Codes 055 (Homeless, Unaccompanied) and 056 (Homeless, Accompanied).
